Saum Kavere Hassan was born and raised in Central Maragoli ward of Vihiga county in a family of ten siblings. She is also married in the same area but to a different clan. She attended Givole Primary School and Givole Secondary School for her secondary school examinations before proceeding to the Christian Industrial Training Centre (CITC) for a Certificate in Secretarial Studies. She is motivated into leadership by the constitutional clause that agitates for a two thirds gender rule of opportunities to women. Her vision is to see teamwork as the Central Maragoli ward residents work together to achieve set goals through creation of job opportunities.
Saum is a market vendor and has supported various community initiatives such as supporting vulnerable residents of Kizunguzungu village with basic materials such as blankets, mattresses and utensils. As a way of giving back to the society due to water scarcity, she has sunk a borehole within Kizunguzungu village using her own resources to help the residents access clean water. Prior to working as a business woman, Saum volunteered at the District Commissioner’s Office in Nandi county where she was attached to the District Development Office.
There are unclear policies on ECD teachers and as a result they are not paid a salary and not well motivated. This has resulted in low quality ECD education within Central Maragoli ward. Upon her election, Saum purposes to lobby the county government to pass a motion on ECD teachers remunerations that will allow them to receive good salaries that will motivate them to provide quality services to the learners.
Kizunguzungu village and Maragoli ward residents in general rely on river and spring water for domestic use. These waters are highly contaminated thus making the residents vulnerable to water borne infections. Saum purposes to create an awareness campaign among the locals for increased use of water purifiers to treat water as well as sinking of additional boreholes across the ward that will be treated to provide the residents with safe and clean water at all times.
The ward has very few and ill equipped public health facilities thus patients are forced to walk long distance so as to access the facilities. Florence purposes lobby the county government and donors for funds for setting up of more health facilities in the ward. She also intends to run awareness campaigns targeting women to sensitize them on the importance of attending clinics during and after pregnancy and child immunization.
