Joyce Mugasia was born and raised in Sabane location of Ikolomani constituency in a family of ten. The mother of nine is married in Idakho East ward of Ikholomani constituency. She attended Bugiria Primary School and Madzuu Girls High School before joining the Jomo Kenyatta University of Agriculture and Technology for a Certificate in County Governance. She has held various leadership positions at community level and this is what has motivated her to join politics. Her vision is to offer transparent and development conscious leadership to the people of Idakho East ward.
Joyce vied for the first time in 2007 on an ODM ticket and lost at the nomination stage. In 2013, she again contested for the MCAs seat on a TNA party ticket and lost again. Despite the fact that she hasn’t been successful in her two attempts, she has been involved with her community where she helps initiate various community projects that mostly involve the women and the youth.
She has also served as the secretary to the Kakamega South sub county Maendeleo ya Wanawake where she was charged with recruiting local women into the initiative. The members engage in table banking, merry go rounds and each ward across the sub county has its own representation to the umbrella of Maendeleo ya Wanawake. She has also worked as a member of the lands control board for ten years.
Idakho East ward residents depend on maize farming as an economic activity but of recent farming has gone down drastically since the farms are not as productive as they used to be due to climate change that has reversed rain patterns. Joyce purposes to revive large scale maize production in the ward through the establishment of irrigation schemes. She purposes to do this by sourcing for assistance from the county government and donors to ensure that the crops have enough water thus food security is boosted.
Idakho East ward has a very high number of school dropouts who are jobless and this has resulted in high crime rates such as violent robberies and indulgence in drug and substance abuse. Joyce purposes to lobby the government to upgrade local village polytechnics and extend bursaries to school dropouts so that they can be trained in various technical and craft courses that will enable them get or create jobs so that they can be able to fend for themselves.
Most of the health facilities including hospitals, dispensaries and health centres in the ward lacks the capacity to cater for the health needs of the people. The facilities lack enough drugs, suffers a shortage of staff and are not well equipped with modern health equipment. Joyce intends to lobby the government to ensure that the county government is given enough budgetary allocation so as drugs are well stocked in the facilities and that there are enough medical staff to serve the people. She also intends to ensure that there are enough ambulances and a number of health centres across the ward are upgraded.
